Oxford traffic filters LIVE: six locations with hours, no £5 buy-through, first-warning six months, and OCC feedback survey to 28 March 2027

Oxford traffic filters are LIVE. The trial replaced the temporary £5 congestion charge on Monday 28 September 2026. Today is Wednesday 30 September — morning of day 3. Six camera-enforced points sit on the same roads as the old charge. There is no £5 buy-through. Filters apply to cars and motorhomes (DVLA M1). Vans, minibuses, coaches, motorbikes and other non-car classes can pass without a permit. There is no blanket taxi or private hire exemption. A hackney carriage or private hire vehicle can hold a free virtual permit — it is not automatic. If you already held the temporary congestion charge (TCC) HC/PHV permit, Oxfordshire County Council (OCC) says it has been transferred. Your office job now is post-go-live permit checks, first-warning tracking, dispatch notes for LIVE hours, and an evidence log for OCC's feedback survey (28 September 2026 to 28 March 2027). With Botley Road open since Sunday 20 September 2026, every part of Oxford is reachable without driving through a filter, though you may need an alternative route. CabiSync is dispatch and compliance software. It is not an OCC permit tool.

Why this matters now

The launch window is over. The work is operational.

Oxford offices will feel it in:

  • Longer ETAs when jobs cut across filter hours
  • Missed pickups if drivers still hesitate at yellow signs
  • First-contravention warnings (and later PCNs) on M1 cars without a linked permit
  • Monday counter queues asking "are taxis exempt?" — answer still no blanket exemption
  • Organisational feedback due before the survey closes on 28 March 2027

Botley reopened eight days before the filters. Both changes are live. Brief the fleet on what is happening this week — permit status, LIVE hours, and what to log for OCC's survey.

This article is for the operator office: LIVE rules, permit account checks, a practical OCC feedback evidence log, and dispatch discipline. Confirm live Oxfordshire County Council pages on the day you brief. This is not legal advice.

The clear problem

Most Oxford private hire cars are ordinary passenger cars. DVLA type approval is usually M1. That is exactly the class the filters restrict.

What drivers often assume: "We're licensed taxis / PH — we're fine."
What OCC actually says: filters apply to cars and motorhomes (M1). Other vehicle classes pass freely. Licensed HC/PHV cars can get a free permit if they apply with the right evidence — or they should already see a transferred TCC HC/PHV permit on the OCC account.
What your office must know now: which plates are M1, which permits show as active after go-live, which still need a new HC/PHV application, which jobs should route around the six points, and what evidence you will attach to the OCC survey.

Worked example. Driver David Khan runs an M1 saloon for operator CityLink Cars across St Clements at 5pm without a linked permit — ANPR does not care that the job is pre-booked. Operator QuickRide Taxis runs a licensed minibus on the same corridor: the vehicle class itself is outside the car restriction, so no HC/PHV filter permit is required for that pass. Sarah Ahmed in the QuickRide office checks the OCC account on day 3 and logs whether each M1 plate shows an active filter permit.

Guessing either way costs money or time. Map the fleet once. Keep a survey log as you go.

Rules and requirements (with primary sources)

Treat this as a working map. Confirm the live OCC pages before you change dispatch notes.

1) LIVE start, Botley reopen, ETRO, and feedback survey

  • Botley Road reopened to traffic on Sunday 20 September 2026 after roughly three and a half years closed for Oxford station works.
  • The traffic filter trial started on Monday 28 September 2026, replacing the temporary congestion charge.
  • The scheme uses an ETRO and can run for up to 18 months.
  • OCC's feedback survey is open from 28 September 2026 until 28 March 2027 (online and paper copies at County Hall and Oxfordshire libraries). Residents, businesses, visitors and organisations are invited.

2) What a traffic filter is (and what changed)

A traffic filter is a camera-enforced point where certain traffic cannot pass at certain times. There are no physical barriers. The six trial points match the temporary congestion charge locations.

Key change: you can no longer pay £5 to drive a car through during restricted hours. Cars with a valid permit, and all non-car vehicle classes, can travel through at all times. Outside listed hours, any vehicle type can pass, with or without a permit.

With Botley open, OCC states every part of Oxford can be reached without driving through a filter — you may need an alternative route.

3) Vehicles the filters apply to

Vehicle During filter hours
Cars and motorhomes (DVLA M1) without a valid permit Restricted — warning / fine risk
Electric cars Not exempt — still M1 rules
Vans, minibuses, coaches, motorbikes, mopeds, scooters (and other non-M1) Pass without a permit
Emergency / military / certain highway-utility cars Separate exempt-car list on OCC

If you are unsure of type approval, use the DVLA vehicle checker.

4) Six locations and hours (oxford traffic filters map)

From the OCC map of locations and permit areas page (operating days and times table):

Location Restriction days Restriction times
Hythe Bridge Street Monday to Sunday 7am – 7pm
St Cross Road Monday to Sunday 7am – 7pm
St Clements Street Monday to Sunday 7am – 7pm
Thames Street Monday to Sunday 7am – 7pm
Marston Ferry Road Monday to Saturday 7am – 9am and 3pm – 6pm
Hollow Way Monday to Saturday 7am – 9am and 3pm – 6pm

Filters operate year-round, including bank holidays. Blue advance signs mark about 80 yards (73 m) before the point; yellow signs mark the filter line.

5) Fines and first-contravention warning

  • ANPR cameras check vehicles at each filter.
  • Fine for a car without a valid permit: £70, reduced to £35 if paid within 21 days.
  • If unpaid within 28 days, OCC states the fine rises to £105.
  • During the first six months of the trial, the council sends a warning notice for the first contravention instead of a penalty charge notice. Later breaches in that period are not covered by that first-warning rule.

6) Free HC / PHV virtual permit (not automatic)

OCC lists a Hackney carriage or private hire vehicle permit among free traffic filter permits.

Verified on the live HC/PHV permit page:

  • Free; allows unlimited travel through all six filters in operating hours
  • Virtual — cameras read the plate; no disc to display
  • One permit; no limit on the number of cars linked to that permit
  • Valid for 12 months or until the vehicle licence expires (whichever is sooner)
  • You must hold a valid Hackney Carriage or Private Hire Vehicle licence; expired or in-progress renewals do not qualify
  • You or the operator you work for must be the registered keeper of the car(s)
  • Evidence: valid HC/PHV licence showing the registration(s), plus V5C (or listed V5C alternative) for each car
  • Do not re-apply if you already hold the matching temporary congestion charge HC/PHV permit — OCC says it has been transferred

Company cars and lease / hire-purchase arrangements have specific V5C alternatives on the same page. Apply or check status via the OCC permit account link on that page.

7) Temporary congestion charge permits — auto-transfer (post-go-live)

OCC's apply page now uses past tense: if you already held a temporary congestion charge permit, it has been automatically transferred. Day-pass allocations re-set (100 for Oxford area / 25 for Oxfordshire area). Unused TCC day passes did not carry over.

Exception: the central permit area ended because Botley is open. Central resident permits transferred to the Oxford permit area (100 day passes). Central visitor, workplace parking user, and sports/nursery/military training permits expired and were not transferred — holders may qualify for another filter permit type instead.

For trade fleets: if your HC/PHV cars already had the TCC HC/PHV permit, check the OCC account this week and confirm each plate shows as active. If they never had a TCC permit, apply now for the free HC/PHV filter permit.

Step-by-step office actions (post-go-live)

Step 1 — Confirm every active plate on the OCC account

Export plate, make/model, DVLA type approval (or "check pending"), HC vs PHV licence number and expiry, registered keeper, and whether a filter permit now shows as active (transferred or newly approved).

Step 2 — Split the fleet three ways

  1. Non-M1 (van / minibus / coach / bike, etc.) — mark as filter-exempt for class; still brief drivers on bus gates and local access notes elsewhere.
  2. M1 with transferred or approved HC/PHV filter permit — confirm the plate is linked; diary a monthly account check while the first-warning window runs.
  3. M1 without a permit — apply for the free HC/PHV filter permit now, or plan route-around jobs during filter hours.

Step 3 — Align documents before any new application

Match each M1 plate to a valid HC/PHV licence line and a V5C (or OCC-listed alternative). Expired documents block the permit — the same discipline you already need for operator compliance.

Step 4 — Rewrite dispatch notes for LIVE hours

Worked example — CityLink Cars. Add filter hours next to job geography: "St Clements 7–7 daily — permit or divert." Pin the OCC map PDF in the office WhatsApp / notice board. Train controllers to offer an ETA that assumes a diversion when the allocated car has no permit yet.

Step 5 — Brief drivers once, in writing (LIVE framing)

Cover: filters are live; no £5 buy-through; blue then yellow signs; first-warning rule for six months; which of their cars are permitted; when to divert via Botley or the ring. Do not tell them "taxis are exempt."

Step 6 — Start the OCC feedback evidence log

Run the table below from day one of the trial through 28 March 2027. Keep one row per incident or typical job pattern. Attach the export (or a short summary) when your organisation responds on Let's Talk / the OCC survey.

Step 7 — Keep pickup discipline separate from filter rules

Filter ANPR is about passing through a restricted point. Kerbside PCNs and private land charges are a different risk — passenger pins on zigzags, loading bans and disability-assistance duties still need clear pickup notes. Do not confuse the two in the same WhatsApp thread.

OCC feedback evidence log (operator asset)

Use this through the survey window (28 Sep 2026 – 28 Mar 2027). One row per day or per notable job. Export and attach to your organisational response.

Date Filter location In restricted hours? (Y/N) Plate M1? Permit status (active / applied / none / exempt class) Diversion used? ETA vs pre-trial (mins) First-warning / PCN? Passenger / job impact note Logged by
30 Sep 2026 St Clements Y AB12 CDE Y Active (transferred) N +0 None On-time station pickup Sarah Ahmed
30 Sep 2026 Hythe Bridge Y FG34 HIJ Y None — applying Y via Botley +8 None Passenger waited; rebooked ETA David Khan

Worked example — QuickRide Taxis. Keep this as a spreadsheet tab named "Oxford filters feedback 2026-27." David Khan's saloon rows sit in the M1 + permit column; the office minibus sits in the exempt-class column. Sarah Ahmed reviews the tab every Friday before the survey closes on 28 March 2027.

Common mistakes

  1. Assuming a blanket taxi / PH exemption — OCC restricts M1 cars; licensed cars need the free permit or a diversion.
  2. Waiting for a physical disc — permits are virtual; ANPR reads the plate.
  3. Re-applying when a TCC HC/PHV permit already existed — OCC says those have transferred; use the warning on the HC/PHV page.
  4. Skipping the post-go-live account check — transfer is the default, but your office still needs to see each plate as active.
  5. Linking a car with an expired vehicle licence — you do not qualify while the licence is expired or only mid-application.
  6. Ignoring Marston Ferry / Hollow Way peak windows — they are not 7am–7pm; Saturday peaks still apply; Sunday is unrestricted on those two.
  7. Treating electric PH cars as exempt — OCC says electric cars are not exempt.
  8. Burning the first-warning safety net — the six-month rule covers the first contravention; it is not a free pass for the whole trial.
  9. Leaving the OCC survey blank — if filters hurt ETAs or jobs, log evidence now; the window runs to 28 March 2027.
  10. Confusing filter fines with kerbside PCNs — different cameras, different rules, same passenger delay if your notes are vague.

Oxford access rules sit next to everyday office controls:

Pickup and stopping risk is wider than Oxford filters. App pins on restricted kerbs and disability-assistance duties still need clear job notes — filters do not replace that briefing.

FAQs

When did Oxford traffic filters start?

Monday 28 September 2026, replacing the temporary congestion charge. Confirm on OCC's about page and news releases.

Is there an oxford traffic filters map?

Yes. OCC publishes a map of locations and permit areas with the six points, hours table, PDF map and interactive map.

Are Oxford bus gates the same as traffic filters?

Not exactly. "Bus gate Oxford" searches often mix historic bus-gate / pedestrianisation debates with this ANPR filter trial. The traffic filters are the six camera points listed above under an ETRO. Always check the live OCC filter pages for this scheme rather than assuming older bus-gate rules.

Are taxis and private hire vehicles exempt?

No blanket exemption. Filters apply to M1 cars and motorhomes. Non-car classes pass without a permit. Licensed HC/PHV cars can hold a free virtual permit. It is not automatic.

Did temporary congestion charge permits transfer?

Yes for most types, including the HC/PHV permit — OCC's apply page states they have been automatically transferred. Central permit area visitor / workplace / sports-nursery-military permits are the main exceptions. Confirm your OCC account after go-live.

What evidence do I need for the HC/PHV filter permit?

A valid HC or PHV vehicle licence showing the registration(s), plus V5C (or listed alternative) for each car showing you or the operator as registered keeper. Company car and lease alternatives are listed on the OCC HC/PHV permit page.

What is the fine — and what is the first warning?

£70, reduced to £35 if paid within 21 days. If unpaid within 28 days, OCC states it rises to £105. First six months: warning notice for the first contravention only.

How long is the OCC feedback survey open?

From 28 September 2026 until 28 March 2027. Online and paper copies at County Hall and Oxfordshire libraries. Organisations can feed in routing, permit and access impacts — use the evidence log above.

Can I still reach the city centre by car?

Yes. With Botley Road open, OCC says every part of Oxford is reachable without driving through a filter, though you may need an alternative route. Permit holders and non-M1 vehicles can also use filter roads in hours.

What to do next

  1. Print or pin the six-location hours table and the SVG above.
  2. Check every M1 plate on the OCC permit account this week.
  3. Submit any missing HC/PHV filter permit applications now.
  4. Update dispatch notes and ETAs for filter-hour jobs.
  5. Brief drivers in writing — LIVE hours, no "taxis are exempt" shortcuts.
  6. Start the OCC feedback evidence log and diary your organisational response before 28 March 2027.
